Annual Recognition Dinner
The council's Annual Recognition Dinner, chaired by Steve Phillips, is held each year to recognize outstanding volunteers. This year's dinner was held on Friday, February 6th, 2009, at the Walnut Creek Marriott Hotel. There the 2008 Silver Beaver recipients were recognized.
2008 Silver Beaver Recipients
Congratulations to this year's recipients of the Silver Beaver Award:
Tom Giugni – Chief Solano
Thomas Giugni has lived in Fairfield since 1967 and has served the communities of Walnut Creek and Fairfield as a police officer for over 20 years until his retirement as Captain in 2008. He is a member of the Fairfield Rotary Club and has served on the Board of Directors of the Fairfield Seahorses, a youth aquatics group.
Tom serves on the Council Executive Board as District Chair for the Chief Solano District. During his tenure, Chief Solano District earned Quality District for the first time in many years. He is a member of the Order of the Arrow. Tom has served on the staff or has been Course Director for JLT and NYLT staff from 2000-2006 and Wood Badge from for the 21st Century Staff, 2003-2008. He was Wood Badge Course Director for 2008 and a Philmont NAYLE adult leader for 2007 and 2008.
Pete Klein – Black Diamond
Pete Klein has held many positions within the Council since 2002 including: Assistant Den Leader; Assistant Cubmaster; Cubmaster, Pack 247 (Kiwanis of Antioch); Scoutmaster, Troop 247 (Holy Rosary Church, Knights of Columbus); Crew Adviser, Crew 884; Unit Commisioner; District Committee Member; District Training Chair; District Commissioner; Assistant Scoutmaster, Council Troop, Jamboree 2005; Assistant Scoutmaster, Council Troop, World Centennial Jamboree, 2007; and Woodbadge Course Director, 2007.
He is a member of the Insurance Financial Analysts Association; Holy Rosary Catholic Church; and is the Veterans Day Parade Coordinator with VFW Post 161. Pete has served as an Associate Leader of Girl Scout Troops 847 and 417, Antioch; Member-at-Large on the Board of Directors for the Delta Skimmers Swim Club; and volunteer coordinator, DeLaSalle High School Parents Association.
R. Paul Krey – Marsh Creek
R. Paul Krey has held many positions in the Marsh Creek District including: Unit Commissioner, 1999-2003; District Committee Member, current; Merit Badge Counselor, 2004-2008; Committee Chair and Scoutmaster, Troops 792 and 798 (LDS Church-Brentwood Wards), 12 years. While he was District Chair during 2006-2007, Marsh Creek District earned Quality District for the first time.
His list of Community Service activities is extensive and includes the Brentwood School District, Brentwood Rotary, and member of the Chamber of Commerce. Paul is a member of the LDS Church and has served as Stake President. In recognition of outstanding community and school board service, a new Brentwood Elementary School was named for him: the Dr. R. Paul Krey Elementary School.
Susan Oki – Meridian
Susan Oki has held many positions within the Mt. Diablo Silverado Council, including Den Leader, Webelos Leader, Cubmaster, Pack 0995, American Legion Post 246, 1995-1999; Assistant Scoutmaster, Scoutmaster, Committee Chair, Committee Member, Troop 0805, San Ramon Valley Kiwanis Club, 1999-present; Cub Scout Roundtable Staff, Roundtable Commissioner, Meridian District, 2000-present; and Wood Badge staff 2005-2008.
Sue has been a member of the St Timothy's Episcopal Church vestry for 3 years, serving as Lay Eucharistic Minister and Choir Member while assisting with the device, support computers and network used by the church staff.
Anne O’Neal – Herms
Anne O’Neal currently serves on the Council Executive Board as the Vice President of Administration and as Popcorn Chair, FOS Chair, Committee Member and Den Leader with Pack 0693, Rotary Club of Hercules. She is also a Committee Member, Troop 0081.
Anne is a Sunday School Teacher with St Joseph’s Catholic Church, a Classroom Volunteer, and a School Board Member. Her outstanding volunteerism extends to her professional career as Advisor, Phi Mu Fraternity, UC Berkeley, Founding Advisory Board Member, Center for Women in Engineering, UC Davis; Advisory Board Member, Dept of Chemical Engineering and Material Science, UC Davis; and as an Executive Board Member, Center for Chemical Process Safety, American Institute of Chemical Engineers.
Paul Roberts – Silver Gate
Paul Roberts is a former Star Scout who devotes more than 270 days a year to Scouting events. He has served on Pack 7012 and Troop 7077 and helped found a new Troop, 7012. Paul has recruited more than eighty Scouts over the past seven years. He is currently the Silver Gate District Chair and saw his district earn the Quality District Award for the third consecutive year. Paul is a James West Fellow and he and his wife Esther are members of the 1910 Society.
Paul is a licensed architect and his firm, Paul Roberts & Partners, is graciously providing pro bono work as the Architect and Master Planner for both the Camp Herms and Wolfeboro projects. Paul is heavily involved in the Vallejo community serving on the Library Advisory Board and VALCORE.
Rob Schroeder – Iron Horse
Rob Schroeder earned Eagle Scout in 1969 and has been the Iron Horse District Chair since 2004. During this time, Iron Horse District has made Quality District three times.
He has served as President of the Walnut Festival Association; President of the Independent Insurance Agents of Contra Costa County; President of the Walnut Creek Downtown Business Association; Martinez City Council; and as Vice Mayor of the City of Martinez. He is currently the Mayor of the City of Martinez. He is also the Chair of the Central Contra Costa Transit Authority; the Vice Chair of the Remote Access Network (RAN) Board; and the Chair of the Contra Costa Local Agency Formation Commission (LAFCO)

Carl Shellhorn – Napa
Carl has served as a Skipper, leader, mentor, teacher and role model for thousands of Bay Area Scouts. He has provided numerous ocean-going long cruise Scouting events. Carl has been the chair and vice-chair for the Ancient Mariner's Regatta, the largest annual Sea Scout event in the western United States. He has hosted the Napa Mini Regatta for the past 15 years. Carl earned the Sea Scout Quartermaster award in 1968. He is the Skipper of Ship 7090, a member of the Native Sons of the Golden West Parlor 62, 1992-present and has received the District Award of Merit and the National Venturing Leadership Award.
Carl is an Elder of the First Presbyterian Church. He received the Kiwanis Club Youth Service Award in 1996 and the 2003 KVON Radio Citizen of the Year award.
John Spahr - Aklan
John Spahr has continually provided significant leadership at the unit level since 1998, the district level since 1999, and the council level since 2000. John has served on the staff for many District and Council training events and is currently a Unit Commissioner of the Aklan District, and Scoutmaster of Troop 0200, Our Savior's Lutheran Church. John has received the District Award of Merit and is a member of Order of the Arrow.
John is a Colonel in the United States Air Force Reserve, a member and Sunday school teacher with Our Savior's Lutheran Church, a member of the California Alumni Association of UC Berkeley, and a basketball and baseball coach with the Lafayette-Moraga Youth Association.
